constructing a website

what is the best way to construct a website without paying excessive fees to a 'professional'?

also suggestions about hosting gladly accepted.

I use 123-reg (now owned by pipex).

The total downtime in the last 2 years has been about 5 hours.

At £1.59 pm for the starter pack it is quite inexpensive.

I too use 1&1 and find them absolutely excellent in every regard. I have used about 10 different webhosts in my and they are definitely way out ahead of them all in my book
