TCS 7.0 nat allowed in Martinique and St Maarten

Ref COMMISSION REGULATION (EU) No 1332/2011
Am I correct in assuming that in order to fly something like an A320 into FDF or SXM we cannot go there if we have TCAS 7.0 and will need to install TCAS 7.1?


What if you most of your routes are in the US where TCAS 7.0 is required
