Post Mexican ATP

Is it still a requirement that a person be Mexican born/citizen in order to obtain a Mexican ATP?

Well Ironbutt...TECHNICALLY...but if you know mexico, anything can be changed. Im not suggesting buying your ATP al la SA, which is deviant, but in mexico you have to grease wheels everywhere. A bit of extra greasing of the aviation people may help your cause.
