Question Aeromexico & Mexicana

The first point is to express sympathy to the families of those killed on the ground at Reynosa, Mexico when the Aeromexico DC-9 over-ran the runway crashing into some houses and cars. Among the flight crew and passengers there were, thankfully, only minor injuries.

My query is this holding company, CINTRA, who apparently manages both Aeromexico and Mexicana. Is CINTRA a Mexican government, state owned body or is it private enterprise? If CINTRA manages both airlines I wonder why neither carrier interlines with each other? I understand that Airbus and Boeing are try to sell A320 Family & 737NG aircraft to CINTRA to replace older 727s & DC-9s to both carriers but as one order so I am just wondering about this CINTA group. Thanks for any ifo! TTT
