DGAC will only convalidate to Private certificate privileges. They will also recognize your hours, but that's all.
For Commercial certificate, you'll need to enroll in a flight school and get your rating with a checkride.
I have been here in Santiago doing just that (FAA cert to DGAC Commercial(fixed wing)) and took me 3.5 weeks (normally it takes 3 months) and about USD$2,000.00 to get it.
Bureaucracy is a mayor hurdle here, so connections are everything.
They will convalidate your ATP to DGAC ATP ONLY if you can present a letter of employment form a chilean company.
Good time of the year now for doing this, weather is good, people are coming back from vacation (no delays due to lack of examiners or flight instructors) and the skirts are short!
