I am not sure about all this but the following rumor floats around:
If you are from Aruba (or even the Antilles)and you are type rated you got a chance for employment.
If not; there are plenty of pilots on Aruba who are forcing exel to give them an ATR type-rating.
Rumor says that this chess game, initiated by their own aruba-exel employees, is going on for several months already and till today the aviation authorities have not given an AOC to aruba-exel because of this reason.
