Letter of Verification

Hi there. I'm trying to assist a likely new-hire with required documentation. The internet here (Indonesia) is atrocious and I'm having trouble finding my way around the TC site to find the information I need to provide the candidate. He holds a Canadian Licence. The DGCA here requires a Letter of Verification (of Aviation Quals and he hasn't been a naughty boy) from TC. I can't find anywhere on the TC site that tells me how he goes about applying for that. From experience, I know it's a relatively straight-forward process for NZ, AUS, UK and Norway. Would be very grateful for any advice offered.

Regional Office....

Contact the regional licensing office direct by phone.

hmmmm... ok, thanks. We're in Indonesia, so which regional office are we referring to? The candidate is a French citizen that holds a Canadian CPL.

They should contact the TC office in the region where they obtained their Canadian licence.

This is a copy/paste from the pseudo verification letter TC provided me.

"Transport Canada has no official certificate or document that vouches for the
flying record of any Canadian Aviation Document holder."

I can attest to the accuracy of the post that extreme P just made. When transferring to an NZ license years ago, the letter I received from Transport was that I held a PPL but that they would not "verify" the flying record. That was almost 14 years ago. Interestingly, I received the same letter (almost word for word) from the NZCAA when I came home to Canada. It was straight forward, but I did have to play the games and jump through the hoops.

Gotta love the folks at TC, they keep all sorts of useless data, but something that may be of use/importance in an investigation, no way!

How would it look if you gave a guy a letter of reference and it was later proved that the record you verified included a whole whack of Parker pen time?

The Minister doesn't know with any certainty what a person's flying hours record is as there's no requirement to report your time to TC other than on the medical form. How does TC know that those numbers are factual? The letter of verification is only meant to show that person holds a valid licence. This is required under ICAO for the issuance of a licence based on foreign qualifications.

This just isn't a local TC issue, it is world-wide problem. Mainly this exercise to verify that there is a license in the database from the issuing country and that there are no accidents/violations registered against it.

It would be virtually impossible for any issuing NAA to vouch for the accuracy of the hours in the logbook.

Licence verification does indeed take place - it usually occurs from an airline of an external country who reaches out to TC and requests licensing validation.

Chinese carriers did it for me.

Im not sure who they contacted but I would start with TC 4900 young street in Toronto They will know something about the process.

As for flying time most of it is updated when we do our medicals we are to fill in amount of flying in last year etc... so there is a meager way to track it but technically the letter only says you officially have the licence.

Precisely. That statement defines what we're after. I neither expect nor look for a Regulator to "verify" the contents of a candidates logbook. That document will either stand or fall on its own merits -or the candidates performance in the cockpit.
