Can anyone out there involved with ATC provide any information on whether the NavCanada Trust model is working? It's obvious that there is a controller shortage and pay dispute but what about future investment in the ATC infrastructure?

The labour dispute was settled a year or two ago without a strike. Pay was not the main issue; the main gripe was scheduling. The deal was a tradeoff of a big (>15%) pay raise for more scheduling flexibility. Service seems pretty good- most controllers are easy to deal with and I've never waited longer than two minutes to get a Flight Service Specialist on the phone (they usually pick up immediately).

The contract dispute was settled solely due to the threat of government legislation.

This contract expires in 6 months.
