overseas student, should i train in canada

Hi all, I am from Singapore and will be going to start my flight training next year. I am still looking at the various schools in different countries and considering my options.
I have a few questions for those that trained/training in canada, Is it better to get a CAA ICAO licence or a FAA licence, in terms of job availability overseas.
Also, how is the aviation scene in canada and is it a good time to be a pilot? I am not familiar with canada but is there any preference by the employers to hire native canadians rather than foreigners.
Does anyone know any decent schools that offer the CAA ICAO licence? preferably near toronto...Finally, what would be the cost to get CPL/IR/ME w/fATPL and bout 200 hours?
