ATPL - FAA Conversion

I heard recently that the conversion from ATPL to FAA lisences and vise-versa, can be done as easily as one written exam, taking affect in december 06'. Does anybody have any more info on this. What i heard was you can convert your training between countries, and pick-up at the same level, whether its anywhere from a PPL to an ATPL. Is it really that easy? any info would be greatly appreciated. thanks
