Hi there!
Pro IFR is a great school but I would say that Vancouver area is not the best choice for a CPL... Just because your training could be delayed quite a bit with poor Wx conditions. The shorter is your training time the less expensive are your general expenses (accomodation, food, beers)... Also Vancouver area can be fairly expensive...
But I would say that for a ME/IFR that's one of the best spot to pick because you can get real IMC!!!

Hi,
I can recommend Canadian flight centre, also at Boundary bay. I did PPL/CPL/IR there in 2000. But from the tone of your post it sounds as though you've made you're decision.
Disagree with previous post when making the comment about poor weather affecting the CPL. Marginal VFR is in my opinion great for building experience.
