WCHC (Wheel Chair in Cabin) Pax

Is there a limit on the carriage of passengers who need assistance in the cabin (cant move on their own)?

if so how is that decided for each aircraft type?

Yes. There is.

I am not 100% sure how they come to a decision as to what the limit would be, but all to do with how much time and assistance would be required by the escorts to be able to get the person out of the aircraft in an emergency.
