I'm trying to find out what rules CC work to for early starts and FTL.
The sepcific question is for a 5:45 local report for CC, and 6:00 local for flightcrew. CAP 371 states that:
So far no problems; report at 5;45 for 4 sectors and have a 11:45 duty day based on the flightcrew limit from 6:00.
The problem is what happens if the flightcrew only do 2 sectors, and a new lot get on to do the last 2. Should the CC revert back to a FTL based on a 5:45 report - 10 hours, or do you continue with 11:45 based on someone elses report, who is not listed on the journey log or crew manifest?
It happens regularly at my company, where more often than not I'm flightcrew getting off after 2 sectors, leaving 3 hard-working and frustrated CC behind.

a) A flying duty period can be 1 hour longer than that permitted for flight crew. The FDP and limits set on early starts for cabin crew shall be based on the time at which the flight crew report for their flying duty period, but that FDP will start at the report time of the cabin crew.

I'm not saying its right or wrong, but it actually makes no difference whether the pilots even report at the same time or not - its based on when pilots would report if they were doing the same duty. So you may have had the flight crew ferry the a/c in from somewhere else, do the next sector with you and then change over. Still use the better time band...
