I have no qualms whatsoever telling pax not to do things that are 'unpleasant' for other pax and my crew to watch / smell. If a pax was trying to clip their toenails I would indeed tell them not to and if they complained, I would say that their are other pax onboard who are trying to eat and I don't think they would want to possibly ingest one of your clippings!
