For the small shoes I would say clarks but im guessing you have already tried there. It may sound silly but why not try something like russel and bromly (soz can't spell) as kids school shoes may just be perfect, just a thought!
For black shoes I have been tole that M&S are doing some at the mo. Only in the big stores though so you may need to ask for them to order in.
Hope it helps.

^ Yeah bigger Marks' do perfect cabin shoes to the point where they lady in there asked me if i work for an airline as they have these shoes they bring out every year and are snapped up by cabin crew. They may even go as small as 2 1/2 - i know they do size 3.
But luckily i'm ground staff now so don't have to wear ugly cabin shoes, i get to wear a more feminine style!!!
