Agreed. I wonder who will be responsible for setting it up and recruiting? If they aspire to have it operational by March they will need to get going soon.

The CAA across the board are utterly useless . It does not surprise me that a professional pilot was threatened with withdrawal of licence privileges at first contact and subsequently cleared. Bullying behaviour. Personally 45 years of exposure and their collective and often individual incompetence is staggering. For once Shapps has done a good thing.
