Gulfstream G650 Max Occupancy

Why does the G650 have a limit of 19 pax.

Oxygen generation capacity? The cabin can comfortably sit 24 pax in 4 groups of 6. (3 abreast in club configuration). I'm guessing no room to put 24 O2 generators in the ceiling panels or evac requirements (exits)?

This question was put to me and I thought I'd ask the experts.

....for more than 19pax you will need a flight attendant...
(plus F/A station, facing towards the passengers, all emergency equipement available from the station, eventually a second F/A, if cabin is divided... + F/A must be properly trained with emergency training etc... - it is common practice to have some inflight-service-persons instead of "real" flight attendants.)

i guess, thatīs the reason gulfstream has not put any effort in certification for more than 19pax
my 2 cents

A bit off topic, but why would someone use a 650 with 19+ pax?
More than 6-8 is not comfortable for the passengers...

But I‘d say Welle is right about the certification. FAA 23 vs 25 if I remember correctly.
Similiar with EASA. Some A319CJ are also just certified for up to 19 seats...

Does this limit apply to non-schedule non-public flights as well?

The pax limit on Gulfstream aircraft is controlled by the size of the exits. The Exits to comply with FAR 25.807 for 19 pax require two type III or larger exits, one in each side of the fuselage. For 20 to 40 pax you need two type II or larger exits. The G650 has four type IV exits, two on either side plus the entry door. This arrangement has been submitted to and accepted by the FAA as an equivalent safety finding to theType III exit requirement, therefore ,a limit of 19 pax.

All of the above is correct but regardless of country and the flag registration you fly the aircraft under always refer to the TCDS (Type Certificate Data Sheet) which can be down loaded from the FAA web site.
