METAR/runway condition

Can anyone help decode the red bit of the METAR below, ideally with a source guide? It's runway condition/braking...but what about it?

Try downloading a SNOWTAM APP for your phone, they save a lot of headache from checking the Jeppesen MET section, although i would hazard a guess that the first "/" isnt part of the MOTNE.

Click on https://goo.gl/nO3a3Z , first link, scroll down to "Table Runway state group coding for use in the METAR", decode accordingly:

R05L: Runway 05 Left
/: End of runway designator, beginning of runway state group
9: Frozen ruts or ridges
1: 10% or less
//: Not measurable or not significant
