Unhappy Can a Citation dump fuel while on the ground?

Heard a rumor, that a Citation intentionally dumped fuel on the ramp at a High Alt Colo- airport? Can it do that. FYI B767’s can…..

The Citation I/II/V/525/560XL series cannot dump fuel. The I, II and V can only be de-fuelled by draining the tanks manually. The 560XL (Excel) and some V Ultras with the single point re-fuellingcan also be de-fuelled via this panel. I am not sure about the VII and the X.

You can go to transfer and spill it onto the ramp via the overflow.
