You'll have to use an "LTO" listed by the LBA, otherwise they won't put it on your license...

Safelife - that is no longer true - you can now use any assessor acredited by any EASA authority i.e. not only those listed at the LBA.
The qustion remains, if there is somebody authorized in Hong Kong though...
