Are F.A.A. Part 125 operators exempt from E.T.O.P.S. Restrictions on North Atlantic operation's.

ETOPS is a way to get around the 121.161 requirement to be within 60 minutes of an adequate airport with an engine shut down. I wouldn't say they're exempt, since there is no such requirement under 125 it doesn't apply.
