Whilst I have not been to either of those places after the revolution, Libya certainly used to be a country where cash was far more widely accepted than credit cards. Handling and HOTAC was all paid for with cash when I was there in 2009 and I doubt if anything has changed.

I have been before and after revolution. always went to HLLM, which is basically a military base. all services are available.
we always used Gulf Pear Handling. We are flight supported by Jet Aviation and always everything on the airport was on credit.
Make sure you have arabic translation of your passport in your passport if you want to enter the country and no entry stamp from Israel.
before Revolution we had company flat and now we only had max 5 hour stays as there is an increased insurance premium for the aircraft to be paid.
Last time i have been there, in June 2012 it was a one off payment of $10000.- for a 5 hour stay.
