Our EU-OPS based LIDO charts have usually a note at airports where EVS usage is permitter. Usual CAT I RVR is then reduced to 350m. There is another minimum though for lower than standard operation which is there as well, however we are not trained for that yet so we use the standard minima.

Well, thanx for the answer! As far as I understood the FAR (we are N-reg. aircraft) EVS is dealing only with the DH (reduced as low as 100 ft HAT), but charted VIS/RVR for particular APP has to be met..
Am I wrong?
It means nothing else that we can start the APP ONLY if there is sufficient VIS/RVR for standard CAT1 APP but we can (under special circumstances) reduce the DH down to 100 ft...
And for the EU airports we can use the EVS only there, where it is permitted by chart..
Correct?

I too have struggled with this answer. It's one of those items in the FARs that requires a reading between the lines but still not clear to me.
Are you a part 91 operator? We are and as far as I understand it in US RVR is controlling and cannot be reduced. I see no mention of this in 91 FARs but have asked this question at training. If visibility is reported (not RVR) then you can determine your own visibility with the help of the EVS when you get to the DH and continue to 100' above TD zone if lights are in sight.
Like you I would like to learn more about this as it relates to RVR vis as this is when the EVS would be most useful to us as we are not CAT 2 or 3 qualified.

As far as I know FAA is still behind the drag curve concerning concrete EVS approval concerning lower minimums than CAT I - so it just serves as a tool of increased awareness. JAA on the other hand has approved trained crews to go down to CAT II minimums (as mentioned 350m RVR and 100ft DH) with the use of EVS, with the relevant Runway features to be visible without EVS thereafter, in order to proceed and land.
