....got this email a few minutes ago, thought I´d share it...

Dear colleagues!

Please be advised that due to new federal regulations of the airspace of the Russian Federation, tougher requirements for permit issue for the use of air space in non-international airports of Russia come into force.

For your reference please see below FAP article #121 “Flights of foreign aircraft outside the international airways”:

It is necessary to use escort crew service for flights of foreign aircraft outside the international airways, along domestic routes, when using aerodromes not approved for international flights and also during flights to aerodromes specified in the special list and published in part III “Aerodrome (AD)” section AD 1.4 of the AIP of the Russian Federation. The request for such flight must be submitted not later than 14 (fourteen) working days before flight operation excluding Saturdays, Sundays and Public Holidays of the Russian Federation. An applicant shall be notified about agreed conditions and peculiarities of the flight operation via CDOS CA.

RusAero hereby acknowledge that in view of stricter rules (namely the necessity to apply for additional Federal Security & Ministry of Defense approvals) all measures will be taken to ensure timely permit obtaining, but we can not guarantee this in case of urgent request. According to the Russian Federation AIP the request for flights of foreign aircraft outside the international airways or using aerodromes not approved for international flights is to be submitted 14 days before the flight operations.

Actually the most interesting info I could retrieve from your post is the link to the Russian AIP!

The AD 1.4 section Rusaero is referring to (aerodromes specified in the special list) is empty!
"The national aerodromes of the Russian Federation are not published in the AIP at present."

Had the same email, could be interesting...14 day's notice for certain Russia Permissions???

I think now's the time to set up a Stationery shop in Moscow specialising in brown envelopes.

In my time in Russia, (1992 to 1998), the rules were much the same. The most important telephone numbers / contact information details, were the ones in Moscow that dealt with clearance approvals. The Authorities were very sensitive about allowing domestic flights in Russia without a translator / minder on board. The international routes were not as complicated.

A friend of mine has long dreamed of flying something Eastern, noisy, and heavy, with an enormous flight deck and a crew in it including a political commissar...

Perhaps his dream comes a step closer, Tovarich?

Well guys, really nothing new there.
I do not know if the rules to some domestic airports got loser during the past few years, but the navigator has been a requirement to many many Russian airports for many years due to lack of proficient English communication skills.

I was kind of hoping that to go away, but I guess the country was not ready for it yet (or maybe some politics... :-) )

In any case, I have flown with quite a few navigators during the years and with some of them I have had very nice experience in some relatively remote places of Russian Federation.

Keep your minds open...

Seriously, not necessarily that bad except for the permission approval time, but again, that is really only politics, depends greatly who you have onboard....
