I am in the same position as you. There is some info on the American forum.
As far as I can see you still need the letter of validation. Not because you are gaining the licence under 61.75 but because you are gaining a licence based on your experience.
I have done this anyway. If I'm wrong fair enough but I'd rather not take the chance and turn up at the FSDO to find out I wasted my time.
In reality it took around 3 weeks from faxing the letter to receiving the FAA letter through the door.
Medical and ATP in the next two weeks. Check ride to follow.

Just talked to AFS-760.
They confirmed, that in both cases you will have to do the verification of your foreign license.
The good news is that you don’t have to commit to a specific FSDO until this letter is issued. As is issued, you name the FSDO you want to work with and AFS-760 will mail it to this FSDO.
The rest is as I thought: Finger prints, TSA, Medical, written test and check ride.
