Update on EASA requirement to get JAA CPL/IRs

It appears that the proposed requirement for everyone, foreign reg aircraft included (if operator is EU resident), to get EASA licenses has been delayed from 2012 to 2014, with a 1 year delay possible after that i.e. 2015.

So all the non-EASA-reg bizjet pilots will have to get EASA CPL/IRs. That's 14 exams, plus a load of flight training.

ICAO (e.g. FAA) Type Ratings will be acceptable to EASA, however.

"operator is EU resident" seems a violation of Chicago convention.

Article 32
Licences du personnel
a) The pilot of every aircraft and the other members of the
operating crew of every aircraft engaged in international navigation
shall be provided with certificates of competency and
licenses issued or rendered valid by the State in which the
aircraft is registered.
6) Each contracting State reserves the right to refuse to
recognize, for the purpose of flight above its own territory,
certificates of competency and licenses granted to any of its
nationals by another contracting State.

What you need to do is write to Patrick Goudou, the head of EASA (whose famous TV appearance in which he says the 14 ATP exams are a "little test" can be seen here, around 17:44) and tell him
