does anyone know if there is a CJ in Cannes available on N-reg. Private Charter

Yes there is one, it belongs to the FAA; they do private charter under a special bogus part 135 bis certificate. They do accept cash only though ( you cannot have everything at once).
Call them directly at +33 489 889 828 and ask for the Ops manager.

You cannot charter an N reg aircraft in France.
