Nah. 
The charter idea is nice but sadly too little, too late.
Firstly there's the question of which aircraft to use. Without a core fleet it won't work and aircraft owners aren't going to like their machinery being used.
Then there's the small matter of the charter market being on the bones of its arse at the moment. Even if they captured some business the effort and cost required to establish a charter arm would further deflate the coffers for an absolute minimal, if any, return.
