Russian owners back to russian registered aircrafts??

Hi Guys, I don't know if it's just a rumor, but I have heard that most probably the russian bizjet owners will start to move their a/cs back to russia (of course with the russian registration) because the government is going to reduce the tax for the airplanes.
If so will all the european pilots need to have a russian ATP??? or will they start to hire only russian pilots??

Hi! This is rumor only!
The reason is impossibility obtaining the Certificate of airworthiness on most of aircraft (absence the certificate of type)!

The Gov might be reducing tax for A/C but of what use is that if THEY than
claim or say its THEIR A/C by "pirating" or taking it over ????

0% import duty on aircraft up to 19 seats

From Flight Global 27 March 2009:

DUTY ABOLISHED

A Russian government commission on protectionist trade measures and customs policy has recommended making permanent a zero-import duty on aircraft up to 19 seats. The decision to introduce a temporary rate of 0% was taken by the government in July. Previously the duty was 10%.

Government decree #1093 from 31.12.2008

There is told that import duty is abolished for acft operating weight empty from 2000 kg to 15000 kg and up to 50 seats!
