DFS invoices

I got an invoice from DFS for a trip from EHLE to EDDI.

Landing fee was payed local.

Route was IFR (Z/Y). I thought IFR was exempt below 2000 kg ?

Anyone can comment why they charge ?

You are right, IFR flights with planes of less than 2000 kg MTOM are exempted from the "Enroute Charges".
But I guess what you were charged is the approach fee.
Whenever you fly into an "international" airport -> meaning an airport where the DFS is responsible for ATS, they charge you. I´m not sure, but I think the amount is something around 18 €.
