Meaning of S.A.T.R. 1930s acronym

I was reading about US airlines and pilots in the 1930s and saw the reference to S.A.T.R. in relation to pilot medicals. I assume that the 'A.T.R.' refers to Air Transport Rating but I'm not sure of the 'S' - does anyone know?
