Convair 340 ZS-BRV, crashed break up during a test

Sadly, this CV-340 in Martinair livery was soon to be ferried to Lelystad Aviodrome. Engine failure on take-off. Couldn't make it back to Pretoria-Wonderboom Airport in South Africa.

The linked report indicates that there were 20 occupants on board and it was on a test flight prior to a ferry flight to Europe. The question is why would there be such a number of passengers on a test flight. Airworthiness authorities usually restrict the number of persons carried to minimum crew required for the purpose of the flight.
