Nato Medals Awarded to UK Forces

I hope one of you more seasoned Military men would be able to answer this seemgly ticklish question.

I have a son who has two tours in the Afghan and one in Iraq, now awarded the Nato service medal and what seems like a Bar for these tours, however his superiors have told all recipients of this Medal that they cannot wear this singly or with other awards.....can some one explain why not, after all the two conflicts have been fully sanctioned by the UN.

I believe it will be due to the existence of a UK operational medal. In essence, the UK does not subscribe to having more than one medal for a single operation.
