fish Virtual Airline?

In the early 90's Qantas management was promoting the concept of a "Virtual Airline", possibly an idea that had its origins with British Airways. Can anyone help me with any information on this policy, and its origins? I am enquiring about the nuts and bolts, flesh and blood airline, not the "Virtual" BVA of cyberspace. Thank you.
