Who had the most jet v jet aerial victories - any conflict, any nation? If you have a reference, that would be most useful. This is to settle a bar bet, so you can sense the importance.......

I understand that there is an Israeli Mirage pilot who had 13 claims. Not sure if he is the top scorer, but he can't be far off.
