Repcon reports need to be submitted with specific date/time/event sequences and backup documentation. Nothing can/will happen when there are generalised statements.
The risk assessment one would be ideal if the reporter could show the RA showing high when it left Sydney and low after being reviewed in Melbourne. If ATSB and CASA were genuinely interested, they could do a detailed investigation on why the change was justified and who was qualified to make it. Everything else on that REPCON is, unfortunately, fluff that serves only to make ATSB and CASA switch off as they perceive things as just another whinge. ASA just write their weasel words an nothing changes. |
'The ATSB has received a large number of REPCON reports from Air Traffic Controllers in the past 4 months. 15 of those reports have come from Sydney. By way of comparison, REPCON has received one report relating to Sydney in the past 5 years.

If Airservices claim they are fully staffed at 47 controllers for Sydney, yet can’t cover increased absenteeism due to COVID, flu, etc - maybe their definition of ‘fully staffed’ needs revisiting.

Right down the bottom of that link, it says "One finding raised was against Civil Aviation Safety Regulation (CASR) 172.115 in relation to supervisory personnel, which remains open."
CASR 172.115 says "An ATS provider must have, at all times, enough suitably qualified and trained personnel who are able to supervise the provision of any air traffic service that it provides" I think it would be fair to confidently make the statement that Airservices do not have enough staff at Sydney TCU....and CASA knows it. I hope someone in the offices has been tracking how many days Sydney has a reduced rate programmed “due staffing”. It’s always right there on the ATFM plan.
Helps that the CEO can word salad his way out of Senate questions about it, or sidestep a direct one with “the weather”. |
In true safety fashion, it will take a mid air before anything will be forced upon ASA. When the so-called safety boffins ask you to show them accidents as proof that latent threats exist, we’re basically fvcked.

Australia has never been closer to a jet hull loss and the silence from CASA, ATSB and airlines is deafening. ASA is chronically understaffed. Delays everywhere, TIBA, no flow control… the list is endless. Military ATC in Darwin - CTAF procedures WTAF? They’ve almost had a prang because of that. And CASA do nothing. Airlines and CEOs and chief pilots who used to value and promote and prioritise safety - prostituting themselves for management bonuses. Old, tired aircraft flying around with huge lists of open defects. And a regulator who seems oblivious to it all. More concerned about finding ways to take your medical off you, than actually looking at safety in airline operations. I’ve never seen it so bad in 30 years. An accident is coming, and those managers and executives and CASA will be found culpable. What do pilots and engineers and controllers do in the mean time? Stand up to the bullying. Say no. Pilots - don’t extend. Refuse a jet with 8 MELs and 40 open defects. Controllers - don’t cut corners, take your breaks, submit reports, say no when management demand yes. Engineers - refuse to MEL something. Follow the procedure to the letter, even if there’s delays. Don’t rush. Don’t cut corners. Don’t do your company any favours. Picture yourself standing in front of the coroner - can I justify this? After the company pressures you and if the **** hits the fan - will they stand behind you and support you? The answer is no, every day of the week. ATSB Repcon, internal reporting, safety management systems - they’re all lip service and they aren’t going to stop anything. Time the professional aviation workers stood up - for our passengers, for our professional pride, for our incomes, and for our families. They happily stood us all down during COVID. We owe them nothing. Do your job SAFELY. |

According the WebTrak, the only aircraft that flew during this period were two departures from Bankstown. I wonder whether the NOTAM was included in the Bankstown, Camden, Richmond briefings? |

Airservices Australia is calling on Qantas to contact customers incorrectly informed that flights were delayed at Sydney Airport on Monday 8 May due to air traffic controller shortages to advise that it was strong crosswinds that resulted in delays. Qantas mistakenly informed its customers despite being advised on Sunday 7 May that strong crosswinds were likely to result in single runway operations at Sydney the following day. Airservices Australia enacted single runway operations at Sydney Airport due to strong runway crosswinds. This decision was purely weather-related – crosswinds on the parallel runways were up to 56 km/h and stronger gusts were possible. Safety is Airservices No.1 remit. Airservices resumed parallel runway operations by 12 noon on 8 May due to easing south-westerly wind conditions. |
