Nah, not quite the same.

One is a table listing airlines side by side with their respective policies.

The other is a general consumer rights document, albeit dealing with airline delays/cancellations.

The former allows a very quick check to judge one airline to others.

The latter makes a statement which refers you to an airline's website. Imagine doing that, even with only 3 or 4 carriers on the route you wanted to fly .

One is quick reference summary, the other a cumbersome and time consuming exercise (which probably pleases the airlines as no-one bothers and thus have no comeback when things go pear shaped).

This from the ACCC document (my bolding):

Airline compensation policiesMost airlines that operate in Australia have a compensation policy. These policies set out the compensation and assistance that an airline will provide to you if your flight is delayed or cancelled. You can find an airline’s compensation policy on their website.

Some airlines may provide you different levels of compensation and assistance depending on whether the flight cancellation or delay was caused by events within or outside an airline’s control.

The reason for a delay or cancellation is not always clearly explained to passengers. Airlines should be proactive and truthful in advising you of the reasons why your flight is delayed or cancelled, and whether you are entitled to compensation under the terms of the airline’s policy.

I know which I'd rather have access to.
