1. "authority" is what an air traffic controller has; AFISOs and CAGROs have none
2. Sorry, my loose interpretation of CAR 166C "The pilot must make a broadcast ...." implies to me that if two pilots broadcast and seem to be in conflict they would "talk to each other"; broadcasting is just the first step;
3. My "sheltered life" has taken me all over the world, including to airports that do better than the regulations require - even the airport in question, Ballina, has an NDB (BNA 206), but CASA does not require them to do so.....
