General Declaration
Can anybody provide a reference that shows that you can or can not, passenger in and out of Australia on the GD?
By this I mean you are being positioned and are not part of the operating crew. I have had Customs get quite upset in the past when I have done this. Presumably my employer is doing this to avoid passenger movement charges.

Customs are always Grumpy, the most miserable bunch of people I have ever seen.
Really can't comment further as I could possibly then be accused of 'stereotyping.'

Been approached by customs twice now at a regional airport and asked to present ASIC for verification. When asked when customs/border control became responsible for airport security, was told we have been asked to start checking. I did comply, but was tempted to say, nothing to do with you, and just walk off.
Do they have any authority to check ASIC's?

Anyone with an ASIC can ask to see your ASIC. So if they ask to see yours you can ask to see theirs! They would have to do this airside, if it was in the terminal you could say no. Probably not the smartest idea but that is the rules.

Yeah, can remember hearing the party line previously, asking pilots to check anyone else etc. Just sick of the bull****.
(Known) Pedophiles easily obtain blue cards for working with children, been more than a few confirmed instances. Pretty sure previously unknown terrorists could probably obtain ASIC's just as easily. Nett gain of the ASIC system - zero.

ABC, Google does not yield the answer and Customs have not replied to an email...
To my way of thinking you can not be a crew member if not qualified on the aircraft or not legal to operate it for other reasons.
Our GD's do not have a pax section, only crew. So if you are listed as "crew" you have to complete a crew declaration.
This is irrelevant, my question is can you enter/depart as "crew" if you are in fact not "crew"?
What do you QF guys do, GD or normal ticket?

Once upon a time I worked for a company where positioning was almost a daily occurrence. We were on the GD as Supernumerary (SNY) crew - that is, on company duty.
Likewise re-entering Oz as SNY, filled in the Form V and Bob's your Uncle.
Never had an issue with CIQ outbound nor inbound.
Is it a question of "operating crew" or "crew on company duty". I subscribe to the latter.

I can't provide a reference but I've done both.
Paxed on GD without boarding pass in uniform as it eased inbound immigration requirements. Not my decision but a good idea.
Also I have paxed not on the GD, with boarding pass, in mufti sipping champers but arriving as a pax and then being processed as such.
I don't think it's a big deal. What would you prefer to do?

Document requirements
After registering with a CTA, crew are still required to hold the appropriate documentation to facilitate processing on arrival. The document requirements will vary depending on the position a crew member holds.
Operational crew
Operational crew (entering as a crew member and departing as crew or a passenger) must hold:
a valid passport
an Airline Identity Card
and
for freight only – should be issued with a CTA and be listed on the General Declaration Form signed on behalf of the air carrier.
Positioning crew
Positioning crew (entering as a passenger and departing as a member of the crew within 5 days) must hold:
a valid passport
and
a letter from the employer certifying that the person is an aircrew member, setting out the purpose of travel and the arrangements for the person to leave Australia.
Aircraft Safety Inspectors
Aircraft Safety Inspectors, who are treated in the same manner as crew when engaged on inspection duties, must present:
a valid passport
either a valid government identity document showing that the person is employed by a foreign government
or
an ICAO Safety Inspector Certificate.
