I think CASA are using that tried and tested methodology ...

It's easier to take an action and apologize, or water it down, afterwards ... than to seek permission to do it in the first place ...

hurry up and wait for ADS-B

In CASA's defence, they did list a bunch of valid reasons why they have to push the deadline out:
  • the proposed retention by airlines of certain airline aircraft types that were previously planned to be retired prior to mid-2012; (GFC strikes again!)
  • the availability and timing of retrofit kits to equip current airline aircraft with certified GNSS + ADS-B equipment installations meeting the existing Australian standards; (you can't buy them yet)
  • the time and scheduling necessary for airlines to instal the retrofit kits to existing aircraft during major maintenance; (no one has planned this yet)
  • the desire to harmonise with the intentions for compliance timings of other leading ICAO APAC States; (no one else is doing it either)
  • the need for a more specific statement of technical requirements in respect to GNSS equipment, as it has become apparent that some manufacturers and operators are not exactly sure of our requirements in relation to the final standards for the GNSS position source equipment. (can we use an iphone with google maps as our GPS source?)

Did they not have an opportunity to talk to the Industry about such things ... before going into print?
