This is exactly why aviation is in it's present predicament.Run by people who have absolutely zero knowledge of the industry,what it does and what it needs.There will be no improvement until there is political will and the appointment of people with expertise in the industry.Unfortunately,this will only happen after a major accident or incident which forces the politicians to respond.In the meantime the industry will blunder along with an ever decreasing revealence to the daily lives of most people in society.It's only we in the industry who care.

Dr Alan Hawke is a Fellow of the Royal Aeronautical Society for very good reason, he has a deep and wide ranging understanding of Aviation in Australia, he has held senior Bureacratic positions in the Federal Government of both political parties and is highly regarded in Canberra as a very tough and capable administrator.
Anyone who thinks this board is light weight needs to have another think !

Hawke is a first class public servant. There is no-one on the Board who has had any operational or safety aviation experience.
Only conclusion, when CASA goes pearshaped the Board will be blamed. Not a Government issue.

I don't have an issue with the poeple on the board at all. Whether or not they have aviation experience is immaterial in my mind. (They appear to have significant backgrounds in safety regulation and management within safety conscious environments.) If they can lube the wheels of CASA and encourage the staff to move in the necessary direction, then more power to them. I wish them well.
My concern is with a board in the first place. It's real purpose is not to regulate aviation, but keep the wolves from the Minister's back. The issue is not that the board have no aviation experience. It's that one person in parliament: the Minister, is seen to have overall responsibility for aviation. The Minister, who in general, came into office, not because he/she had an interest in aviation, or even transport, but had political ambition. The person in the position is generally not appointed for the best interests of transport or aviation, but for bigger things: as a political strategy to retain power. One person who, for the last 15 years and probably much longer, has made kneejerk decisions and strategic about-faces based on opinion polls, media influence and lobbying. One person commanding an aircraft carrier like it was a destroyer. A Minister who's idea of long term thinking and strategic planning extend no further than the next election.
Airservices was going in the right direction with a CEO-Minister direct chain of command, but that link was too susceptible to meddling by the Minister himself. I like the arrangement in the FAA. No Minister. One person selected for the job based on qualifications from the pool of talent available; responsible and accountable not to one person, but to the nation via Congress. The USA example is not infallible, but the process of a single Minister supposedly directing the regulator in Australia is, in my opinion, no longer an optimum process.
I hope I am proven wrong. I hope the Minister provides the resources and support to the CASA board and has the good sense to step back and defer the strategic goal-setting and operations of the CASA to it's entire management team based on a sound long-term plan.

A score-card for the Board
Lodown - you make very good points but I disagree with just one:
Most boards serve just as rubber stamps because the members know that to speak out and disturb the "club like" atmosphere would endanger their future appointments to other boards and quangos.
If you have an experienced pilot or someone with significant industry aviation industry experience world-wide, he/she (if they have the fortitude and character strength) can represent the views of the industry because they are experiencing first hand the effects of bad decisions. This is of course not to say that he/she would not be a rubber stamp.
Most company boards of directors are consistently dysfunctional and unable to rein in even the most egregious behavior by CEOs simply because of the club atmosphere they enjoy. You can see it with Telstra and Sol, AMP with Trumbull, James Hardie, Coca Cola, Qantas, and so on. These are not insignificant companies. What chance then would these lawyers and professional board directors do good for CASA and the industry without some form of aviation background?
My thoughts for a solution are to abolish pays to these board members. Put in a compensation package that incentivises them to increase GA activity, safety, efficiency and so on. Otherwise, you will have these board members paid to do irrational things, rubber stamp stupidity and serve as protection fodder to the government of the day.

Agreed; they have to know what they're talking about! It's bad enough discussing aviation with people who don't know the industry within social circles...this is going to go haywire before it's done.
