why no Cat3b at our Major Captial cities

Ok 1st time on this so be patient...but I understand that a Cat 3 B ILS approach means that A/C can land in fog bound airports. SO my question to the aviation communty is this .....If this government is so hell bent on reducing "green house gases" and " Carbon foot prints" ( which in my view is total BS and just another clever way to squeese more money of us) then why not upgrade the equipment at these airports. Surely the RH Pete Garett can see the value in that....eys/no?!
On a side note I heard that if the A380 was flying into OZ and there was fog at MEL, SYD and BNE then its got no where to go other then .......NZ?!

I believe darwin would be suitable for limited A380 ops.
