Question Qf A330..ymml..1640est????

Was driving along, minding my own business when I spotted the above doing a strange circuit North of Tulla. He turned south that would'ver put him tracking into RWY 16, however, he was about 2-3 k's West of that line. As he passed overhead, near Darraweit Guim, I noticed his gear down.

So...

Did we have a gear problem & the A330 was lining up a pass by the tower, or should I be concentrating on the road more????

Low level passes of a tower in order to acertain a gear state are prescribed against in the FAM.
