THE federal Government is considering tightening rules that govern who can stop a plane leaving a terminal in the event of a security breach.

Korean Air flight KE812 last week took off without screening the bags of a passenger who had tested positive for explosive residue. It was recalled to Sydney more than two hours into its flight.

While the Government decided not to fine Korean, a spokesman for Transport Minister John Anderson confirmed yesterday that it was reviewing procedures to make it easier to stop a plane where there was a suspected security breach.

The breach was one of two at Sydney Airport in the space of a week.

The Australian Federal Police said yesterday they would not charge a man who tried to board a Los Angeles-bound Qantas flight without a boarding pass on Wednesday.

A spokeswoman said the decision was made as a result of medical advice.

Officials are still investigating how the mentally disturbed 32-year-old gained access to the secure area without travel documents.

He was videoed going through airport security but was not required to produce documentation at that point.

It is understood videos of the Immigration and Customs checkpoint, where the man would have been required to produce documents, show no sign of him passing through. This has cast suspicion on a nearby staff entrance as the possible entry point.
