AFRU- Who Invented?

I've done most of my flying in the U.S. but am impressed with the "beepback" unit here in Australia. I think it would work well in the U.S. at airports with unicoms when the unicoms are unattended at night. Does anyone know who invented this gadget, what its history is, who paid for the start up (CASA) (Airservices) ? Anyone know where I can get info on cost?

OMG a pilot that flies in the USA saying we have something that they don't have?? omg!!!1!!ONE!!!1. Quick Dick, lobby for all beepbacks to become illegal because they are a unique Australian device.
