Traffic Holding "Standing Advisories"

Can I seek opinions on this? Are Australian traffic holding standing advisories legal requirements or not?

If tracking towards airport A which is below alternate criteria, and airport B is CAVOK but has, say, 20 mins traffic holding standing advisory, where is the legal PNR? At a point where if you go back to B you will have the 20 mins holding fuel, or further on towards A whereby you wouldn't?

Yes, in practical, real life situations who's going to cut it so close, but what is the legal position when we have words in our AIP such as advisory instead the word requirement?

It's advisory.
This CAAP shows that ATC traffic holding is one of the matters to be considered when calculating fuel requirements.
