an indirect non precision approach
 
an aircraft has to make a maneuvre to align his aircraft to the runway when she is executing an indirect approach it can be an orbit , missed approach then enter traffic pattern etc.. must it be initiated by air traffic controller or is it the responsibility of pilot to request that maneuvre and do it.???? :D:D:D:rolleyes::)

The manoeuver is part of the approach, so doesn't need to be asked for. It should be done above VM(C) minima, when visual. Obviously only when visual should the aircraft descend from MDA down to VM(C)

Sounds like you're talking about a circling approach.

Personally, I would say "Cleared for the ILS approach runway 28, break left or circle for runway 20"

For us, on a Circling Approach, you would clear the aircraft on the ILS.


Then at the point when you would normally issue a clearance to use the runway you'd say "Cleared to circle and land Runway XX, wind xxx/xx"
