Flight Plan departure times

In Europe can ATC flightplans be filed to the minute or is it 5 minute intervals?

AFAIK,
You can file a "Flight Plan" for any time from 0001-2359. I think that the "5min Rule" is a Company Flight Planning Requirement.
After all "Slots" aren't in incremental 5 mins
