Question Ramp Tower

Just curious if ramp tower controllers are part of the ATC system, or do they work for a specific airline.

In Sweden, the Ramp Tower is owned by LFV, the Swedish CAA, and not the airlines. However, in for example the US I think the larger airlines has their own Ramp Towers.

The Ramp Tower handles coordination with stands and gates, follow me-cars and such things.

Ramp Tower at Stockholm-Arlanda - a lot of TV:s so they can see the stands in bad weather also:
