If an aircraft's TCAS is u/s before departure, does the pilot have to get dispensation before take-off, or can they depart and just inform ATC when airborne??

No need to tell anyone.
In my lot, TCAS can be inop under the MEL for 10days around europe (where TCAS is mandatory, therefore the other aircraft will avoid you) but only 3 days where it isn't mandated.
Having said that, I can't remember whether you would need to get the flight plan amended to reflect the non TCAS status.

Think its definately not mandatory to tell ATC, but I would highly advise of it though, for when the other gets a RA, I think you would wanna know it was against you.
Might explain why the continuous ask for climb with the return 1000' above only 2nm in front, but no need to break habits is there
